The second can be solved by a new top with a larger, deeper basin for under $100 in materials and the third for a minimum cost of $230 in materials.

It's exhausting, but before you lose more money, start digging down deeper and increase you knowledge about your market so you can be involved more intimately with this crappy situation so you can break free of it, and get into a better situation.

I can't even imagine how they are going to staff the deluge of calls and inspections and auditors to delve into the landlords rental contracts, etc.  

But if you dig a little deeper, there are pockets/subdivisions within Katy that rents extremely well and have low DOM.
