Owner paid utilities properties will always sell at a discount since you can't raise the rents far enough market rates to cover for tenants tendencies to waste the utility usage since they are not paying for it.

I have had success raising money and finding partners at my local REIA.Just like any other marketing strategy, you can't expect to go to 1 or 2 meetings and find these people, you have to be a regular and attend every meeting and talk about the deals you are working on or have worked on in the past.

It seems like it would be worth the 6-9-month struggle if you set up a series LLC and raise the money into one company that does separate cells for each deal for liability purposes.
