Ryan I've dealt with DCC Rentals here in the past and the owner Derrick Craig is really good with section 8. 

I would love to talk to someone that's been investing there. just have to find them first.. i was thinking of skip tracing other new build duplexes and calling the owners cold.. tell them what I'm thinking, I'm looking to enter the neighborhood in that capacity .. etc.

I have seen many cases where we do an AVM as a service to the owner and the appraisal comes in less. 

This is not required.Per IRS, you must send owner a 1098_MISC for ALL funds you collected on their behalf, including utilities, etc. 

I find it pretty rare that land owners want to stay in through the whole project .
