Get qualified for VA, move to Texas for a year and then join (tremendous benefits for you and your future kids), use your BAH (base allowance for Housing) to do the strategies in 7 above. 

Are there markets in the US that you used to live in / know well / have a network in / visit often / visit kid(s) or family in? 

Don't rent to people under 25 years of age and require that the renter (25+ year old) be on premises (no parents renting a place for their kids to go party).

I only consider neighborhoods I would want to live in with highly rated schools I would send my kids to.
