Filed a complaint with code enforcement? 

Now, the HOA itself can be burdensome depending on how many Karens or Kevins are on the board, how sticky the rules are, and how much they are enforced.

I don’t see a landlord being able to evict for dirty dishes, but consistently throwing “frat parties” that disrupt the other tenants right to quiet enjoyment of their home might be something that could be enforced. 

I've literally received a code enforcement violation for a couple of coolers a tenant had on the side of her building.  

This is something Detroit did not enforce for a long time but they are rolling out enforcement by zip code.  

This is not usually enforced unless parking becomes a problem on the street and the neighbors complain to the city.

 You all DO realize you are giving out advice how to do illegal stuff.If your advise is how to escape police and law enforcement, something is inherently wrong here.Don't do bandit signs and stop giving advise how to do bandit signs to not get caught.Besides, do you see Nike do bandit signs?
