You may want to seek out bids to get them separately metered in that instance and plan for it as a capital expense.Either way if their existing lease says you will pay for water/trash you need to get an amendment or new lease in writing signed by them to change it to cover your bases.

Not sure if the ROI is worth it for homes in my area or if I should just seek a professional's help (going to do anyway) to find better areas near the universities or better neighborhoods.

If this is in the lease I would call their attention to this area of the lease and also state that if this continues you will seek legal counsel and they will be at the mercy of the law for writing fraudulent checks.
