The reason being, as a Broker you can have agents under you, and it's necessary to have enough experience, and understanding of the process, laws, etc. to be able to oversee them and their transactions.

Municipalities must follow state law too, I've found to get the finance department moving, instead of calling them I call the city attorney and tell them they are holding up my sale, that usually means he will call to get things done IAW state law time lines for the release of liens. :)

As long as they had a means of heating their home to acceptable temperatures And you fixed the problem within as reasonable time period according to state law then I do not see that you would be required to pay anything towards it legally.
