Maintenance  is not the same a Alteration and the plastic certainly is an alteration and would effect the curb appeal. 

I have primarily focused on flipping to sell because that is what appeals to me the most but I pretty much understand the basics behind other methods as well.  

The ones I own appeal to and are most often rented by single guys or divorced middle aged women with a live adult kid, typically a daughter.

From a lenders perspective, what type of business plan are they looking for or what things should I write up for him that will be appealing to the bank to relay this goal in a bank friendly way?

It can also require some creativity to visualize what a property can be and see its potential future value in that.   

@Fatima Champagne , something missing from this discussion is the slightly negative connotations of an FHA loan.If you find yourself in a multiple offer situation and your FHA loan is up against a conventional loan and a cash offer, your offer may look less appealing.
