I EXPECT that my tenants in C/C- properties will occasionally have issues that prevent them from paying full rent in a timely manner and I have polices and procedures in place that allow me to work with these tenants AND limit my losses.

I hear a lot of these guys get or expect to get 1/3 people they meet under contract.

If I was expecting a significant amount of cash out of the deal I would have halted at closing and sourced out new funding. 

Expect only 25% on a referral.

There are other parts of PG County you may want to look at, where the opportunity to add value is there but don't expect them to be plentiful.

Everything is negotiable and everything depends on what expectations the parties involved have.They could look at it as loan.

If that's the case, then I'd think you would be responsible, in my opinion, since you can't really expect the buyer to go into the crawlspace to inspect items like that.
