This appears to be an unbonded or anchor cable end used in slabs over poor soil conditions, but I'm not an engineer.

The building inspection department tried to be really difficult and we had to hire an engineer.

I am a mechanical engineer myself and I viewed the boiler, AC and roof and all were in great shape.  

Start simply by asking, and generally, they will point you to the next step.If you get to the point of thinking you want to move forward, ask them if they have engineering firms they like to work with.
