I think the other methods you mentioned can be just as if not more profitable as storage again depending on strategy, deal and execution.  

It would be interesting if Section 8 payments for your area were higher than what you say is average for the same bedroom count for non-voucher holders. 

So, it would show up as "withdrawn", but even with that a withdrawn complaint could mean the tenant paid up and the landlord accepted payment.
