Handyman scam lying about tools being stolen and slip and fall

Hi, I purchased a house using subto method in St Louis Missouri. I live in Florida.  It's a nice house, in a great neighborhood. 
I needed to renovate a bathroom and refinish floors. 

Out of the 3 contractors, I chose the wrong person. 

He didn't do the job correctly. He was not answering my calls, not sending any updates. I hired a project manager who was checking on his work once a week.

I decided to fire him last sunday after sending someone to check on the floor which was in terrible shape. He did not put any waterproofing in the bathroom and the put drywood straight behind tiles.

I asked him if he left any tools and he was supposed to come pick up his tools with my project manager on monday. He did not answer.

He started insulting me tuesday night saying he needs his tools. I told him I can arrange a meeting with my neighbor on wednesday or my project manager on Thursday. He picked thursday 1pm. I hired 2 persons to show up, they stayed for 2 hours and he did not show up. That same day he refunded me the full amount of money I paid him for which confused me greatly.

He texted me later than no one was there to give him his tools. I confronted him and said he was lying. I asked why he didn't call or texted or came to the front door. He kept on going and not answering my questions.

There was no tools in the house and he also took all the materials. I have no video camera but the back door was left unlock in the kitchen area, and he had the code and he simply came and took all his stuff and now is blaming me for it. 

I confronted him on lying about it and said he could meet my project manager and we can call the police to make a deposition. He did not reply and kept insulting me.

Then he sent a picture of him in the stairs outside where he apparently fell and hurt his leg. This happened a month ago and he never even mentioned it. 

He asked for my property insurance.

I offered to pay $2500 for his labor  even though he butchered the job and to leave me alone. I never asked for a full refund and he gave it to me. That's the part I'm the most confused about.... So then he agreed  right away to get the money but then 10 minutes later asked for more money because my attorney was going to take a few days to draft it. Every day without his tools, he says he can not work. Again, no one has his tools. 

I also gave him all my furniture for free and have been very fair to him. 

This guy is not going away and seems like a professional scammer. I have multiple witnesses testifying there were no tools left in the house and he claims my project manager saw him fall but that's not true. He only told him he fell and removed a step outside. He did not see him fall.

I don't really know how to handle this at this stage. He is trying to get back at me with any angle. I'm worried about him damaging my property.

Any advice would be welcome. Thank you
