You have to be careful with those because some of those are in "warzones", yet some of those are surrounded by new builds selling for $150K-$200K.

Even if your duplex is older than this, the surrounding homes being newer will seem to elevate the neighborhood in quality of tenant, schools, etc.St Paul does have a rental inspection program you have to deal with.

I am moving to the Longview, Texas area and my husband and I are looking to expand our portfolio of real estate investing to the Longview and surrounding areas.

I would start with neighborhood, town, surrounding towns, then countywide. 

My family has been doing rehab's buy and holds and cash flow properties since I was in diapers (26+ years)  We currently own in newburgh, cornwall and highland falls NY but have owned in many of the surrounding areas as well.  

The houses surrounding the property are all in the $150,000 - $250,000 price range.  

I am sure Louisville and the surrounding area are growing at a steady pace.As an aspiring real estate investor myself, it is always intersting to visit other cities/geographic locations and do some research while there.
