Can someone point me in the right direction for understanding how a refinance of a home/duplex works?

I have my own application that applicants fill out so I have their important information in case of eviction, also I state my procedure, that I will check past rental history and income verification first, for free, and if they pass that, they must pay Smartmove or other screening service directly for credit, background, etc., on anyone over 18, even if a dependent like an elderly parent or college student living  at  home. 

Obviously I would introduce myself to the tenant to inform him of the change in management and to direct him on where to pay rent and who to contact, etc.

Don't know exactly what direction I want to head. 

I’d like to invest locally so I can be hands-on as I learn, so I’m wrapping my head around other ways to find properties (wholesalers, FSBO, direct marketing?).

Nevertheless, I feel that Arena is doing his best to grind Jefferson Park in the direction it needs to go - which is making it an attractive, denser neighborhood for that will allow a new, younger socioeconomic base that will spur commercial growth and promote long term stability.
