I do not think it's productive to reward a city that lived beyond its means for decades by helping them pay off their credit cards. 

At the first REIA meeting I went to I taped 10% off lowes coupons to my business cards (back in the day you could get them from the post office but they have kinda killed that loophole), today at a REIA someone had stapled business cards to a pair of new gloves, The goal is to make your message memorable… Here is a photo from a promotion I did last year… I went around to several bank locations and pulled $3,000 in one dollar bills… This photo was taken just over the halfway point.

The note can be collected on as an unsecured debt, like a credit card.  

They have a drivers license through the Mexican consulate, and permanent resident status (green card).

I would go to your local store and ask for a color card.

Made a huge dent in my credit card debt and its 3/4 of the way done paying it off :) Hopefully I can bring it up to good status in the high 600's by the end of this year or higher.

Dispute the credit card etc.Second yes find a new, recommended contractor in the area. licensed, etc.

I was told to call my credit card companies and get them to up my limit. 

I also opened a Discover cash back credit card, which I still use all the time and pay down before any interest accrues.
