I guess I needed to vent out beause I never experience this beforeis pushing me to look for our home more and more& also to be the best investor and landlord I can when time comes. 

(Towns can get aggressive & lots of people just pay the fees instead of pushing back.)In this instance, we could have been proactive in calling the town ahead of time.

The buyer asked me pay it them roll it in and increase the sales price by the same amount.
