Since they've told you multiple times they won't give you your money back, maybe they've gotten to the point where they will just ignore you as your constant emails and bugging them might be taking them away from focusing on the problem to resolve it?

It is time to personally take over and resolve this mess.

Whatever you do, make sure you aren't releasing contingencies until this is resolved or you have an action plan.Zoning is handled by the Building Department for the given city.

Soldering a tube cap would resolve that. 

If you were going to keep it as a rental making it let's just say wheel chair compatible might be a good idea. 

The Broker should resolve this for you ASAP in terms of the financial part! 

The ding from credit check should resolve in 60-90 days.
