Since they've told you multiple times they won't give you your money back, maybe they've gotten to the point where they will just ignore you as your constant emails and bugging them might be taking them away from focusing on the problem to resolve it?

Whatever you do, make sure you aren't releasing contingencies until this is resolved or you have an action plan.Zoning is handled by the Building Department for the given city.

I had a few roof issues initially with that property too, where they would send someone out who would just do some minor patches, they don't really authorize them to do much beyond a minimum effort to resolve the issue.
