Is the property stabilized, light value add, or complete gut? 

It won't see through Head lights and tail lights.

I start with demo, foundation and plumbing, then roof and electrical work if needed, paint, kitchen, bathrooms, floors, baseboards, light fixtures, etc.

We were thinking of doing the hot tub, creating some seating and pergola with some lights.

Put in missing/burnt light bulbs.- Turn on water.  

We will split water and electric (used for common area lighting and water heater only) based on occupancy.  

In the event that an internal wire fails in a device and energizes the chassis with 110V, the ground wire will dump the current to ground, hopefully tripping the circuit breaker.Surges are an over voltage condition that is normally triggered by lighting strikes or other utility-related events.  

Additionally when you encounter a bad tennat they will make you pay, lights on 24 hrs, water running non stop, stove used to heat the unit, windows wide open all winter etc. etc.Never buy a multi that does not have separate utilities.

Please shed some light on this situation.
