You found a sucker with $10 EMD and 30 day inspection.

And if they require an inspection and appraisal prior to funding, then that also may make funding a won auction difficult. 

When appraisers call to set up the appointment they usually like to do the inspection as soon as possible.

Ask your agent to include this in your offer (likely under "other provisions" or "financing").When you do this you won't have to cash out until you have completed your home inspection and could do it just before closing (depending on how long it takes to clear funds).

My interactions with zoning/inspections have been very positive here in town.

Compliance with these laws inevitably relies upon whichever  city or county law enforcement and the agency responsible for zoning, construction, inspections and permitting.

Also, make sure the foreclosed properties are inspected.
