You would have to refinance if you wanted to rent your house and buy a new house under the VA program.

My plan is to buy a single house, do repairs and upgrade and possibly sell in a few years to reap a tax free program that exists.  

I wanted to also mention I have looked at FHA Down payments assistance programs.

Seek out the ones offering the support or lack of it that you're looking for, commission splits and fees will be based on what you want and some brokers will even customize a program to what you want. 

My husband and I are considering the mastery program through Fortune Builders.

Also, the property qualifies for the 203k program adding a bathroom would give it a great boost in value. 

So, I don't think it's something that can't be done anymore, but I do realize that I'll need help and guidance in making it happen.The size of the project you are proposing goes way beyond a do-it-yourself program.
