We've added a clause in our lease that during unusually cold weather the tenants must leave at least one faucet dripping slowly at night (or when away) to avoid pipes bursting. 25 degrees may not seem "unusually cold" in many parts of the country but here in the south our water lines aren't sunk deep in the ground as they are in other parts of the country.
