Mix of tenants, increase in rents, occupancy levels, cap rate compression for value in the local market with appraisals, length of primary lease terms, etc.    

This classification seems to be in a bit of a gray area as I am having trouble finding consistent guidance as well as an idea of what is typically enforced both on a federal and local level.

Direct mail has it's place and works well when done consistently and at a high enough level (thousands of mail pieces per month) and more than 5 times to each recipient over a year.  

Being an oil dependent city economy, this is a good test on a local level of what can happen.

And at that level you are not wrong, but as a matter of real estate contract, seller "typically" pays the comission.

No lender with the right mind will fund this with 24 hr notice and no title co will insure in 24 hrs.
