What I'm finding is that my offers are too low for sellers to accept, but they meet these criterion, so I'm wondering if I'm being too strict in my underwriting.Is there an Excel model specific for 4-plexes?

Now this municipality (Dunedin, FL, just outside of Clearwater) is notorious for being strict on rehabs and permits but I have never seen them find violations from MLS listings, only from passing by or being tipped off by someone.

In my opinion it would make a very nice size studio unit, or a very small 1br/1ba.From a strictly rental standpoint (the construction aspect I can handle either way), is it any harder to rent out a studio vs a 1br?

I tell them I’m pretty lienant I’m not a slumlord and I will stay out of their lives ..however I have two very strict rules that I absolutely will not tolerate being broken .

Also, I believe as of March 1st, 2019, Planning & Zoning for Jefferson Co now has a more strict ordinance for short-term rentals which will require some variation of a Conditional Use Permit (CUP) regardless if the property is your primary residence or not.

I don't know if they would be involved but I think that UW is difficult because in general they have very strict guidelines on what they accept and approve.
