We're hoping the work can all be done fishing the wire through the walls and then through the ceiling/attic of each unit. 

I'm sure they will have that part working like a well oiled machine.I am not against the idea of making sure the property is "lead safe" but don't like laws for the sake of laws.

May be buy some second hand fishing equipment if there is fishing near by.
