If a car...a person...an animal is running at full speed and then its a brick wall...It'll eventually get back to running at full speed...but it'll take some time. 

@Cara LonsdaleI appreciate the feedback and honesty, I still feel it's worth taking a shot.

Your plans may not be realistic which would make the car a non issue.How do you expect to stop working for a wage within two years.

I drive my one and only car, a 2007 Sebring.

So they've already accumulated almost $1000 in fines based on my complaining  videos unless I pay that I won't get a parking sticker which means they will eagerly, put that in capital letters eagerly tow my car, as I'm sure they're already putting liens on the property and have their eyes on the prize of driving me out of here more fiercely than they already have been  foremost the entire 15 years I've suffered in this place.
