Doing that repeatedly is sort-of, kind-of, but not really abusing the intent of the program to help owner occupant buyers, not real estate investors. 

Your renters should be held responsible for abuse and neglect, and this would fall under neglect because he failed to report and give you the opportunity to prevent further damage.

its none of your business how your tenants live as long as they abide by the lease (an d you dont see any indication of illegal activity ie physical abuse etc) . 

Assuming it won't be abused since it is after the mudroom and that this is a Class B property, I'd go wood or carpet.

Typical tenants are those in life in need of housing from negative/abusive/less than desirable circumstances. 

Also, there is a tenant in another unit who is a sexual offender of small children.

As long as you can draw a line of the "reasonable use" of the structure for the disability (this includes CARETAKERS, so now the caretaker could be living in the shed), then you are federally protected by this law, and the federal government will come to your aid if the city "abuses" or "discriminates" against you. 

Unfortunately there appears to be a lot of abuse of the ESA category out there, seeing as you can basically get an ESA certificate for your pet by just paying a fee online.I really don't know how the law handles ESAs in terms of real estate showings, I'm sorry.

Logical...not really, but my guess is it is to help prevent abuse - IE major cash out refi, cash buy a property, have cash left over your use for other purposes not allowed, but the Bank already doesn't care.
