Yes the scammers have definitely found BP.. and BP is a very target rich environment for these folks. lots of newbies that don't know the score.. and a lot of dreamers who think they can just look up private lenders that they have no relationship with and get them to fund their deals  LOL... if you want money for deals HML is the way to go..

Otherwise, I would say that your brother should respect the fact that the tenants are customers, and not employees, and if he wants to take a chance on alienating them, then you should just press on full steam ahead.
