Leave it, maybe you can rent a drum sander and level it out but in an old house, I'd shoot for good not great and let it be.  

Also, in Atlanta, you will need both as is and as proposed floor plans for permitting.

Putting my lender hat back on for a second - I try and check my own listening by best reiterating what I've heard during my conversations with my client, and when I make a loan proposal, I pretty much always ask the question "has what I just presented to you hit the mark of what you're looking for or am I off?"

Both you and the tenant also sign a Housing Authority form called "Request for Tenancy Approval" which has the full proposed rent amount listed on it. 

I wouldn't be opposed to any of the changes you proposed, but I don't find either option mentally taxing. 

You can't go up to them and ask them if they will be your mentor just as you would not walk up to someone after meeting them and propose marriage. 

In my proposed scenario the investor buys the home and then immediately sells it to an owner occupant who purchases it with seller-financing.
