Many lenders are backing out of the Jumbo market and or no longer offering government loans.

Commercial/Portfolio loans are not governed by the CARES Act.

Of course, it has helped that the government printing presses have kept the rents rolling in.  

I'm concerned that there'll be way more government regulations that'll come forth as a result of this.

I will say you will almost definitely need a lease however. the loans with the best rates, government-backed 30-year fixed, will give you a hard time using rent in your debt to income.
