I know In California for residential properties you need a transfer disclosure statement, lead based paint, natural hazards, etc...but what about for vacant land? 

Im a licensed RE agent in Fresno CA, considering to bid for a property on public auction in auction.com, hubzu.com, homesearch.com. my question is.. for example, when I place a winning bid of 100K, and the property has a total estimated debt of 300K, does that mean I have to pay 400K for the property in order to get the title?

I'd bet that a google search would find out if the same were true in CA.

I know there's the FHA but I'm currently unemployed and currently a student in Sacramento, California.

My fiancé and I do investments in PA as well as CA (I'm an realtor in CA so I'm more "what's the word I'm thinking of" with deals).

Would be great here in earthquake prone California, probably also good for other areas with violent natural disasters.
