What's happening in your city/town is really irrelevant to me in my city.

Chargeback is not really an issue, due to the seller being able to sue you for doing such if he provides a clear deed, that it states in the contract.

What is a good and or acceptable amount of money to have saved up before buying your first rental property I'm aware this can vary depending on the state/area but is there a rule of thumbThank you ahead of time 

Most states, if you do it yourself you can't charge for your labor.

For instance, I was once thinking about buying a property that had a minor issue with a relatively easy solution, but then we learned from the City that implementing that solution would create a new problem that would have cost us $50k+ to address in order to retain a certificate of occupancy (I didn't know what I didn't know, but I'm glad I found out before I bought the property!).
