Next best probably switch to a cheaper energy source (in many places that's natural gas, but that may not be available where you are).Also, you can try to better use the heat you generate by installing ceiling fans.

And had to fix an outlet in the kitchen and change out a flapper in the upper toilet.Also since then I've switched out the ceiling fan in the kitchen to one more modern. ($45 for the fan and $25 for the labor.)The Section 8 tenant has paid their portion on time, in fact early.

Usually i'm a fan of leaving it low for long term tenants.One of the main reasons is you don't have to do a bunch of work on the unit to get it re rented.Seeing as you have already done the work I'd opt to up the rent a bit.
