see how long the house has been on the market look at the surrounding areas of the house  for sales within 6 months to a year .some property are overvalued.

The second is a City owned school and some surrounding acreage where the City has approached us offering very favorite entry point into the property and asking us to consider the concept of us developing lower cost single family houses or duplexes in a small senior community concept on the surrounding land along with converting the school into independent senior apartments.  

We also took a lot of risk in terms of it appraising for the final sales price, because the only reason we were able to buy it for cheap was because it was in a tiny neighborhood that is just barely starting to gentrify, but surrounded by higher priced neighborhoods.

Many times, the municipality / township still provides the usual "streets and sanitation (scavenger/refuse)" stuff as well as water and sewer, police and fire, ...For condos, the HOA usually covers everything outside of the unit: the hallways, the elevators, stairways, surrounding structure, etc.

If the market value of the house without the improvements is say, $200,000 then what would the house with the brand new infrastructure be worth if the cost of doing so was $10,000.
