I think you need to explain to her that apartment living includes normal, reasonable noise by people living normal lives, and if that doesn't work for her in your building, you give her permission to break her lease and move.Most of my complainers shut up when I gave them the "out" option.

See who is and isn't. those who aren't get them out asap. those who are, try to get them to want to leave with a cash for keys offer or contact L and I on yourself, get them to shut down your home for inhability..... ( i prefer to keep the money coming in. but they may force everyone out.)

If the tenant doesn't pay their gas bill and the heat and/or stove are gas and you come due for yearly reinspection while the gas is shut off, you're not passing the Sec 8 inspection no matter how nice your unit is.

If they can’t shut off the water tell them to turn the water valve off in the bathroom or in the basement and you will get there within the hour or within a reasonable time and then bill them for it laterc.

No way they'd just clear out their son's belongings, shut off utilities and close out apartment contract yet not report a 'missing person' to the authorities.

I was notified by my property manager that after my tenants moved out (February in Indianapolis), the utility company failed to put the utilities in my property manager's name and instead shut them off.
