It is very clean inside and the electrical and plumbing all seems to work.

It contains bugs, chemicals, mold spores, etc.  

Do the tenants pay for the own electric and gas directly to the utility company? 

When we looked at the place the electricity was still connected. 

Looking for a good general contractor in that area, as well as plumbing, electrical, roofing, handyman, painting, etc.  

I have installed all phases of building, from running heavy equipment to patching roofing, Installing a designing HVAC, Plumbing, Electrical , sewage etc.

Due to the electrical bill which both places are on the same electrical box we share everything on 1.

My rent was past due, my electric was past due and I didnt even have a vehicle.

The owner should be able to tell you the basics:1) How old is the roof2) Has plumbing/electric been updated3) Is the home registered as a historic with the city/county4) Known issues 5) Why is it boarded up/being sold......6) Whatever other questions you deem necessaryIf the owner is unable or unwilling to answer these questions I would be concerned.
