No doubt the 'landscaper' i.e. gardener is working independently and therefore is 100% responsible, However most gardeners will not carry liability insurance, and then the neighbor can and will come after you.

She bought some home depot flea repleant which I also say will reimburse her.

It must be worth for enough owners, I used to see a group of illegals congregating in the home depot waiting to be hired.
