I agree with @Julie Nearingplus contact housing authority of your county and provide your property info and some counties have websites 

Hours or days later my PM would say to me "George said that you authorized this change and his price has now increased $X".

And there is nothing worse than having an inspector come in and tell you that you weren't authorized to do something that you did, and you now need to remove it and start again.

The housing authority that handles the finance/tenant are also a joy to deal with.

I listened to a book on wholesaling where the author said it’s really important to have an easy to read and remember number with consecutive digits and so forth.

My initial thought is to be concerned about brother having a conflict here.And I don't see how title properly transfers without a deed signed by a party with authority... which is nobody right now.

You will need to discuss with your FI on receiving your credit back and show contractual proof that the payment was authorized.

I am just curious  how much do you think these author's are making selling these books that are quite specific to very narrow niche's in the real estate industry.?

From a code enforcement perspective if the kitchen and/or other essential portions of the property are truly uninhabitable then the property is condemnable by the authority having jurisdiction.
