From the tax records on the county website it should provide the owner name and his or her registered address (hopefully this is their home or business).

But most of my lenders would consider it to be a 5-plex if the plot of land is zone to hold all five and addresses are the same. 

Id there is a .csv, are there columns for Lat/Long (X/Y) too or is just in a address format?

Address anything that looks broken.

Shoot me a msg with the address and I can let you know what we are seeing for rents in that area.

Good ones work well on a variety of odors, but cannot defeat cat urine on its own (cat urine requires every resource to address it).  

I usually put the addresses into a site like zillow which allows me to see photos and compare the different finishes.

So without more info on the property (address or at least zip code, age of the property, condition of the various components such as roof and foundation, among other things), it will be hard for others to gauge the reasonableness of these assumptions or provide specific feedback. 

I'd check with the sheriff's office to see if they had an eviction for the address and any other "incidents".
