There’s a lot of smaller local banks in KC that offer this product you just have to talk to someone in the commercial department. 

I would start by requesting Tax delinquency list from the Tax department and requesting maintenance and nuisance violations from the building&permit department.

If you can't find anything call your water department and ask for a re-read of your meter.

and really depends in jurisdiction as well.. some of these health departments are pretty tough.. they can condemn and make people move ..

@Chad Bellanger First I would call the zoning department and see if the land is zoned to be a mobile home park.

This may only happen once in a while, but it sure offsets a lot of the potential savings of a metered property.I understand that the Meter Save program by the water department will guarantee that your metered bills are not higher than your current bills for 7 years, but I plan to keep these properties for longer than that.

I've heard the fire department can come out and inspect it as well.

I called the NYC Department of Taxation and Finance in Albany but they told me I have to sent a writing letter or email specify why I need those records attaching my ID and Social Security.

Seems that would be enough to let a big city Police department have a reason not to fool with it but it might be worth a try.
