If I were writing the offer, I'd evaluate the property based on the cost of this repair by either asking for a price reduction equal or greater than the price of repair, or for the seller to remedy the situation prior to close.

Buying right at decent prices with cash reserves and cash flow so you can wait is key.One thing I think its important to point out though is that no one says they will panic in a bad situation but thats so much easier said than done.
