I'd see if I couldn't get back with the city and have them give a little justification, work with them telling them that the tenants will have to pay it, they might take a different view messing with that many citizens, if they are just looking at you, they are probably thinking- deep pockets, one vote, no brainer!

:I am not sure why you enter the house while she is awayAnd why do neighbors call you to report a fight, not the policeI was in the basement hearing water running for about twenty minutes non stop,i pay the water bill, so went to the door,did knock and no answer ,so was when i decided to go inside.The police was called before i was called,this neighbor who called me is a respectable senior guy across the street, not my tenant, and all the windows were smashed on a van parked right in front of him.
