@Peter GoellerI would spray it with a bleach/water mixture, wipe off excess, let it dry, prime with Kilz, and then paint.

I got there and its a bit strange...It seems like we have two things happening -- one is no heat and the valve/nut under the valve are bone dry, or we have heat coming through and the nut under the valve is leaking.

I was a marksmanship coach and thoroughly believe for every round you fire you should dry fire at least 10 notional rounds.
