That's the simple version of how this all works, but it is the mechanism that will allow your sale (and others like it) to proceed.

A simple, plain-language clause tacked on:Seller to provide Buyer a copy of XXX no later than XXX.No need for legalese and fancy words that just muddle the transaction.

For utilities it is often  not as simple as submetering because the way the utilities are run is not separate.
