Hi Aalaa - there are a lot of factors at play here and sounds like poor processes from the apartment company. 

They truly have all of the cards, if you want to play in their sandbox you follow their steps.

Once you have the concrete data, this is where the art comes into play.

Go read some consumer-written reviews, google business or yelp, or wherever you like to read reviews that isn't pay-to-play (JD Powers, BBB, etc, are p2p).

I decided to play with the numbers on TT to see if I could reduce my tax liability.

Greatly agree with other sentiments that your PM is playing it safe / lazy. 

When Castle Rock first started, I quickly realized that the realtors that we were using simply slapped our listing on the MLS, put a lock box on the house, and showed up at the closing to collect their check.

If you're okay with that and want to play the appreciation game, then I can understand that but it's all speculative investing at that point.
