The city/county should be able to look up nearby recent subdivisions and tell you what kinds of things were required for those projects.A subdivision project can have a lot of unknowns up front.

From what I understand ( in America) a multi family home is looked at more so as a business, and there value in the eyes of the bank is derived from there profit generating ability and not so much from near by comps of other multi families that have recently sold.

Find all the nearby similar properties that sold in the last few months, throw out the cheapest sale price and the most expensive sale price, and average the rest.
