There's already power (the light fixture) right where you need to put the outlet to plug the two garage door openers into if you decide to go with automatic garage door openers (which I would).

I am not sure how someone would have a justification for taking the landlord to court for high electric bill unless there is a foreign load on the tenants electric (even just a common light can derail you).
