If you want to 100% finance, there is really only one way to do this (needles in haystacks excepted) and that's to finance 75%-80% and raise equity for the balance.

I have never seen anything in the law providing an exception for a minor, military or someone in prison as long as notices were sent to them to addresses on file with the county.

In Oklahoma (I'm not sure about Illinois) a tax deed nullifies all previous liens except for IRS liens and city and county fees (which are included in the starting bid of a property). 

that being said if the "wholesaler' getting the house under contract has no other option to close the deal except selling the contract.  

I think it's exceptional you are taking the time to build your network and education.

@Robert Power If you are thinking you can buy a duplex and have one unit rent cover all of the expenses, that will not happen (except in very rare cases in very marginal/bad areas) in New Orleans.  

Because of my background I’ll be rehabbing the property all myself with exception of a few things I hate doing like doors and windows.

They set up all their own accounts properly except they forgot water/sewage/trash (all one bill).

Exceptions to this but Atlanta and Houston would be better for flipping.
