I think you would have a very difficult time purchasing and VA financing two multi families within the same year, especially if they are in the same general area.  

Can anyone can offer advice on how to navigate this difficult scenario so we can have a plan in place.

. :)But seriously, my opinion is that investing $165K in a property that is only going to generate $16,800 in revenue before expenses is probably not the greatest investment.That is not something I would recommend to my investor clients.
