There’s a large apartment (a few hundred units) being expanded 3 blocks away.

Long story short, I don't like factoring in lower costs just because a unit is freshly built/rehabbed. 

Look into small multifamily 2-4 units.

All rents are below market value and we think we can get another $2-300/unit on 2/3 units.

Here in Cleveland your unit will stay empty if you demand renters insurance.

I own a 4-unit Rental Property in Los Angeles city that is covered under LA RSO (Rent Stabilization Ordinance).

Fast forward a few weeks after I move out I receive a security claim letter along with an estimate from some random rental maintenance company that says "unit turnover".

It is a 2-unit multi-family with a finished basement that is occupied by the owner.

If you're new to this game, try to buy rentals, live in 1 unit and rent out other rooms/ units and manage the house well to just understand how to manage a real estate investment and what costs it takes.

If it were me I would consider the following: Identify the "worst" unit.
