@Vlad TaralungaThere's no one fit all solution, as I'm sure you expected to hear.Having 3 people equally share the ownership of something where only one person's money is at stake is a time bomb.

I am not afraid to drag him through the mud and take it to the Bar association, but my preferred solution is simply to have him do the job we have paid him to do.My wife is planning to go talk to him on Monday, I'm currently overseas, so any advice you have before then would be greatly appreciated. 

It sounds like you'll have an easy time getting the property rent-ready again, but you need to do a better job of screening and monitoring your tenants.

An integrated security and alarm system can be more effective, but you are spending a lot of cost up front on systems, and a continuing drain for monitoring.
